Land Reform and the Fairness-Welfare Trade-off
Abstract: Fairness is not always compatible with social welfare. A fair division might have a low utilitarian social welfare, while a division maximizing the utilitarian social welfare might be very unfair towards most of the population. My goal is to find feasible trade-off points between these two goals, focusing on fair land division. I present several trade-off points that differ according to the geometric constraints on the land plots. These trade-off points are constructive. They are based on procedures that convert an existing unfair division to a new partially-fair division. They can be interpreted as procedures for implementing a fair “land reform”.
